OUR MISSION:
To implement the state policy in the field of application of specialized knowledge when conducting forensic examinations and expertise by the orders of courts, prosecutor's office or pre-trial investigation institutions officials, as well as the requests of other natural and legal persons, by applying the latest scientific achievements and established quality standards for forensic examinations and expertise in the practical expert activities.

Compliance of the management system with the requirements of the international standard LST EN ISO/IEC 17025:2018 is one of the key elements to optimally satisfy the requirements of the customers of forensic medicine expertise – the quality and timeliness of forensic medicine examinations (expertise) in accordance with international standards, as well as mobilizing the Institution’s employees for a joint responsible work aimed at achieving the set goals and objectives.
The management system includes a continuous improvement and optimization of the Institution's management structure, work methods and operational processes, optimal use of the Institution's material and human resources, improving the employees’ professional qualification, thus ensuring the competence, stability and prestige of the Institution's activities at the national and international level.

The Institution’s top management sets the main directions of the Institution's activities, which include the quality objectives:

  • Maintain and continuously improve the management system in accordance with the requirements of LST EN ISO/IEC 17025:2018 standard.
  • Ensure a high-quality and timely performance of forensic medical examinations and expertise, providing the customers with objective, impartial, competent and unquestionable conclusions of forensic medicine examinations and expertise, thereby aiming to maximally satisfy the needs of the customers of such examinations and expertise, ensuring the confidentiality of information, human respect and dignity.
  • Improve the performance of forensic medical examinations and expertise by introducing and putting into practical expert activities the latest investigation methods that meet the requirements of international standards, improving forensic medicine specialists’ professional qualification and competence at the national and international level.
  • Cooperate with Lithuanian and foreign state, municipalities, law enforcement, research and educational institutions in providing methodological, scientific and practical assistance, ensuring preparation and improvement forensic medicine experts’ qualifications.

Aiming to implement the quality policy, goals and objectives, the Institution's top management undertakes:

  • Ensure that the Institution's activities constantly comply with the requirements of the international standard LST EN ISO/IEC 17025:2018, improve its activities by actively responding to innovative changes taking place in the fields of forensic medical expert practice, scientific and technological development, taking into account the needs of the customers and the current actualities;
  • Ensure a high-quality and timely provision of forensic medicine services by conducting forensic medical examinations and expertise, strictly following the established examination (expertise) methodologies and the requirements of the management system procedures, as well as ensuring  the compliance with impartiality and confidentiality of information;
  • Optimally use the available infrastructure and human resources and ensure their development opportunities;
  • Ensure forensic medicine specialists’ (experts) proper qualification, professionalism and competence and create available conditions for improving their qualifications;
  • Provide appropriate working conditions for employees ensuring a suitable working environment and work places equipped with the necessary equipment and tools;
  • Ensure that all Institution’s employees are introduced to the quality policy, documents and procedures and their application in practical activities;
  • Manage risks;
  • Ensure opportunities for scientific and applied research activities by assimilating, developing and implementing new advanced research (expertise) methods and technologies into practical activities;
  • Develop recommendations and provide methodological assistance to the employees of courts, prosecutor's office and pre-trial investigation institutions on the issues related to the use of specialized knowledge by organizing workshops, meetings, discussions and debates for the law enforcement officers;
  • Ensure the establishment of a suitable professional training base for forensic medicine experts and its use in the training of highly qualified forensic medicine specialists (experts);
  • Strengthen the relationship with the customers of forensic medical examinations and expertise by regularly conducting a survey of the customers’ opinions and feedback, enabling customers to submit their suggestions and requests by e-mail and online, conducting a detailed analysis of the received information and forecasting measures to improve the quality;
  • By cooperating with the national and international forensic examination institutions and participating in the activities of organizations in this field, to assimilate the colleagues’ advanced practical, scientific and other activity-related experience, thus enabling to improve the Institution's forensic experts’ and other employees’ professional knowledge and skills and to ensure a higher quality of the services provided.

In its operations, the Institution is guided by the Constitution of the Republic of Lithuania, international treaties of the Republic of Lithuania, legal acts of the European Union, the Code of Criminal Procedure of the Republic of Lithuania, the Code of Civil Procedure of the Republic of Lithuania, the Administrative Offenses Code of the Republic of Lithuania, the Law on Administrative Proceedings of the Republic of Lithuania, the Law on the Health System of the Republic of Lithuania, the Law on Healthcare Institutions of the Republic of Lithuania, the Law of the Republic of Lithuania on Budgetary Institutions of the Republic of Lithuania, the Law on Forensic Expertise of the Republic of Lithuania, other laws of the Republic of Lithuania and Legal acts adopted by the Seimas of the Republic of Lithuania, decrees of the President of the Republic of Lithuania, resolutions of the Government of the Republic of Lithuania, orders of the Minister of Health of the Republic of Lithuania, other legal acts and the Institution's Regulations.
